ON MONDAY, JULY 30, EXTRAORDINARY SESSION OF THE VERKHOVNA RADA OF THE SIXTH CONVOCATION WAS HELD.

Two hundred and thirty-six Members of the Parliament registered for participation in the extraordinary session.

The Chairman of the Verkhovna Rada V. Lytvyn informed that the extraordinary session was called on request of 157 people?s deputies.

V. Lytvyn declared the extraordinary session of the Verkhovna Rada of Ukraine of the sixth convocation open.

The Ukrainian national anthem was played in the session hall.

"YuTB Batkivshchyna" and "Our Ukraine People?s Self-Defense" factions requested to announce a break or give them the opportunity to make a statement.

Arseniy Yatseniuk, representative of "Our Ukraine People?s Self-Defense" faction, informed about the demands put forward by the joint opposition: "First. We demand personal voting within the walls of this Parliament. Either turn on the system of individual voting, or take decisions following the Rules of Procedure by ballot voting.

Second. We have put forward clear demands no voting in regard to the law on annihilation of the Ukrainian language.

We have put forward the request when considering the item on ratification, you should take into account the stand of the opposition in regard to mandatory consideration of the Free Trade Zone Agreement with the European Union."

The Chairman of the Verkhovna Rada of Ukraine V. Lytvyn asked people?s deputies to register again. Two hundred and fifty-nine people?s deputies registered in the session hall.

The Chairman reminded that only the agenda items determined by the initiators of the session can be considered at the extraordinary session. Other issues cannot be considered.

V. Lytvyn announced that people?s deputy Serhiy Mishchenko deserted the "YuTB Batkivshchyna" faction.

The rest of the session was chaired by the First Deputy Chairman of the Verkhovna Rada of Ukraine Adam Martyniuk.

The Chairman presented the draft resolution on the application of the Chairman of the Verkhovna Rada V. M. Lytvyn to vote him out of office.

The Verkhovna Rada adopted the resolution on the vote of confidence to V. Lytvyn by 266 votes.

People?s deputies considered draft resolutions submitted in accordance with the procedure determined by article 48 of the Rules of Procedure of the Verkhovna Rada.

The Head of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine Volodymyr Makeyenko reminded that on July 3-6 the Verkhovna Rada took a number of respective decisions. At the same time, some people?s deputies used their right stipulated by article 48 of the Rules of Procedure of the Verkhovna Rada of Ukraine and submitted a number of draft resolutions to cancel the decisions of the Verkhovna Rada on adoption of bills and draft resolutions in entirety and in the first reading.

V. Makeyenko informed about the decision of the Committee to recommend that the Verkhovna Rada should reject a number of draft resolutions, and consider some draft resolutions, in particular those pertaining the cancellation of the decision of the Verkhovna Rada to adopt the Law "On Principles of the State Language Policy" under Reg. No. 9073-П3, 9073-П4, 9073-П5, and 9073-П6.

The Committee recommends also considering draft resolutions to cancel the decision of the Verkhovna Rada on adoption of the Law "On peculiarities of ensuring openness, transparency and democratic character of elections of people?s deputies on October 28, 2012" under Reg. No. 10681-п, 10681-п1, and 10681-п2.

The Verkhovna Rada rejected 30 draft resolutions as recommended by the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine and considered the draft resolutions recommended by it.

By results of voting, four draft resolutions to cancel the decision of the Verkhovna Rada on adoption of the Law "On Principles of the State Language Policy" (Reg. No. 9073-П3, 9073-П4, 9073-П5, and 9073-П6) were rejected.

People?s deputies did not support draft resolutions No. 10576-П to cancel the decision of the Verkhovna Rada on adoption of the bill to amend the Law "On the State Budget of Ukraine for 2012" (re increase of expenses for capital constructions and technical re-equipment of coal producers); to cancel the decision of the Verkhovna Rada of Ukraine on adoption of the bill to amend the Law "On the State Budget of Ukraine for 2012" (re expenses to ensure the operation of the Prosecutor General?s Office) under Reg. No. 10680-П; to cancel the decision of the Verkhovna Rada of Ukraine on adoption of the bill to amend the Law "On the State Budget of Ukraine for 2012" (re expenses of the Central Election Committee)" under Reg. No. 10682-П; to cancel the decision of the Verkhovna Rada of Ukraine on adoption as a basis and in entirety of the law on peculiarities of ensuring openness, transparency and democratic character of elections of people?s deputies on October 28, 2012 under Reg. No. 10681-п, 10681-п1, and 10681-п2.

The Chairman announced that people?s deputy Vadym Korotiuk deserted the "YuTB - Batkivshchyna" faction.

A.Martyniuk proposed to consider the suggestions of the Chairman of the Verkhovna Rada regarding refinement of the Law "On the Principles of State Language Policy" registered under No.9073, in particular, to eliminate inconsistencies and inaccuracies in the adopted law.

Several representatives of the opposition spoke against the suggestion. They prevented the Head of the meeting from putting the question to the vote.

By result of voting, the suggestion of the Chairman of the Verkhovna Rada regarding clarification of the Law "On the Principles of State Language Policy" was upheld (21 vote "for").

People?s deputies considered several bills regarding amendments to the Law "On State Budget of Ukraine for 2012": to article 6 (regarding financing of natural gas substitution projects) registered under No.11025; to article 6 (regarding financing of priority projects in the sphere of agriculture) registered under No.11034; (regarding expenditures of the State Environmental Investment Agency of Ukraine) registered under No.11032.

The first deputy chairman of the Committee on State Budget Vlasdyslav Luk?yanov reported the decision of the Committee regarding all the bills. The Committee recommends adopt the bills to amend the Law of Ukraine "On State Budget of Ukraine for 2012" as a basis and in entirety.

The Verkhovna Rada of Ukraine adopted all of three bills as a basis and in entirety.

People?s deputies considered two draft resolutions to revoke a decision of the Verkhovna Rada to adopt the draft law to amend the Law "On State Budget of Ukraine for 2012" registered under No. No.10683П and 10683-П1.The Verkhovna Rada adopted one of them, registered under No. 10683П.The bill to ratify the Free Trade Zone Agreement was reported by the Prime Minister of Ukraine Mykola Azarov.

The first deputy chairman of the Committee on Foreign Affairs Taras Chornovil reported the decision of the Committee to recommend the Verkhovna Rada not to adopt the law.

The Verkhovna Rada ratified the Free Trade Zone Agreement by 260 votes.

The bill to stimulate investment activity in the priority branches of economy to create new jobs was reported by the Vice Prime Minister the Minister of Social Policy Serhiy Tihipko.

The head of the subcommittee of the Committee on Economic Policy Oleksiy Plotnikov reported the decision of the Committee to recommend the Parliament to adopt the bill as a basis in the first reading.

People?s deputies upheld the decision of the specialized committee by 261 votes.

The Vice Prime Minister the Minister of Social Policy Serhiy Tihipko reported two more bills concerning the previous bill: to amend clause 4 of chapter XXI "Final and Transitional Provisions" of the Customs Code of Ukraine regarding peculiarities of taxation of economic agents implementing investment projects in priority branches of economy (Reg.No.11027) and to amend chapter XX "Transitional Provisions" of the Tax Code of Ukraine regarding peculiarities of taxation of economic agents implementing investment projects in priority branches of economy (Reg.No.11028).

The Chair of the Committee on Finance and Banking, Taxation and Customs Policy Vitaliy Khomutynnik informed that the Committee recommends the Verkhovna Rada to adopt the bills in the first reading.

By results of voting, both bills were adopted as a basis.

The bill to amend the Law "On Mortgage Bonds" (re issue and circulation of mortgage bonds) was reported by the chair of the Committee on Finance and Banking, Taxation and Customs Policy Vitaliy Khomutynnik. He noted that during preparation of the bill were received and taken into account.

The Verkhovna Rada adopted the bill in the second reading and in entirety.

The First Deputy Chairman of the Verkhovna Rada of Ukraine Adam Martyniuk adjourned the special session.

The next, eleventh session of the Verkhovna Rada of Ukraine of the sixth convocation will start on Tuesday, September 4, 2012.
